Every ability is bought with Aspects of Existence, found in Infinity Temple chests.
You can also make them from Shards of Existence (see JEI). Operators can unlock everything with /unlockstones.

Power Stone levels#
The level goes from 0 to 11 and lives in the DamageCycle objective. Buy the levels in order (2, 4, 8, 12,
18, 26, 36, 48, 64, 88 and 128 Aspects of Existence, 434 in total), turn on Damage Control and scroll to pick one. Your base attack damage
becomes 2level, so 1 at level 0 up to 2048 at level 11. Power Blast does the same 2level damage, and at level 11 with
all six stones it turns rainbow and does near infinite damage.
